TAKE NOTE that the City of Owen Sound has received a Zoning By-law Amendment Application as a Comprehensive Zoning By-law Amendment Application 2010-078 pursuant to Section 34 of the Town Planning Act, RSO 1990, c. P.13, as amended for the lands located at 3195 East Bayshore Road.
TAKE NOTE that the City of Owen Sound has determined this application to amend Zoning By-law No. 38 (ZBA 38) to be complete and will hold a public meeting to consider ZBA 38 on July 25, 2022 at 7:00 p.m., in the hall of the Council of the Town of Owen Sound, pursuant to section 34 of the Town Planning Act, RSO 1990, c. P.13, as amended.
PURPOSE AND EFFECT:
The purpose of the application is to permit a residential development consisting of eight (8) six-storey apartment buildings with 89 units in each building for a total of 712 units. The proposal also includes the construction of three surface parking areas, two amenity buildings, an internal road network, on-site recreational facilities and landscaping.
The application has the effect of amending the zone categories and special provisions applying to the subject lands generally in accordance with the following:
The application also proposes to amend the zoning on the subject lands to allow for additional accessory uses and to establish location and building regulations, including for:
- Authorize accessory solar collector installations, accessory hives and a sales/rental office.
- Allow increased maximum building height.
- Acknowledge that the development will be considered as one lot for zoning purposes if it is the subject of a future consent or plan of condominium applications.
The lands in question are legally described as PLAN 838 LOT 53, 54 & PT LT 7. The lands are located at 3195 East Bayshore Road and are shown more particularly on the key map below.

If you wish to be notified of the Corporation of the City of Owen Sound’s decision regarding the proposed zoning by-law amendment, you must submit a written request to The Corporation of the City of Owen Sound at the address listed below.
If a person or public body would otherwise have the opportunity to appeal the Corporation of the City of Owen Sound’s decision to the Planning Tribunal of Ontario, but the person or body public does not make oral submissions at a public meeting or make written submissions to the Corporation of the City of Owen Sound before the by-law is passed, the person or public body has not the right to appeal the decision.
If a person or public body does not make oral representations at a public meeting, or does not make written representations to the Corporation of the City of Owen Sound before the passage of the by-law, the person or A public body cannot be added as a party to an appeal hearing before the Ontario Lands Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
Any person may attend the public meeting and present oral and/or written observations in favor or against the proposed requests. All submissions will become part of the public record.
